
1967
George K. Newman brought together a group of
management leaders in the Chicago area home
building community to form the nucleus of the
Residential Construction Employers Council.
First Labor Agreement signed between RCEC &
Chicago District Council of Carpenters.
1978 - 1981
RCEC established a residential hourly wage rate.
RCEC effected Work Rule Changes in the Agreement
that included time and a half for first eight
hours on Saturday; straight time for Saturday
Customer Service work and weather days.
1984
RCEC approved By Law changes establishing two
classifications of membership

1985
RCEC established a Scholarship Program for
students in their Junior or Senior year who have
chosen construction administration, management
or technology as their major field of study at
universities that have construction programs as
a four year degree.
1988
RCEC was one of eighteen associations and three
contractors that joined forces to form the
Illinois Prevailing Wage Act Coalition. The suit
between IPWAC and the Illinois Department of
Labor reached a settlement agreement.
1995
Compensations & Benefits Survey: RCEC will bring
to participants critical data that they can use
in business.
RCEC utilized the assistance of the Chicago and
Northeast Illinois District Council of
Carpenters in their pursuit of a cooperative
base when interfacing with OSHA on the Fall
Protection Standard.
1998
RCEC negotiated four addendums to the
residential collective bargaining agreement for
the Specialty Trades of drywall, insulation,
roofing and siding.
The Residential Production Council was started,
for individuals actively involved in the
residential construction industry.
2002
The OSHA Partnership with RCEC, the Carpenters
District Council Apprentice and Training
Program, the State of Illinois Onsite
Consultation Program and OSHA, is a voluntary,
cooperative relationship between employers, the
government and employee representatives to
encourage and assists efforts to eliminate
serious hazards and achieve a high level of
worker safety and health.
2003
The Residential Collective Bargaining Agreement
between Heartland Regional Council of Carpenters
United Brotherhood of Carpenters & Joiners,
Local Union No. 792 and Local Union No. 790 and
RCEC was signed on November 6, 2003. Effective
June 1, 2003 through June 30, 2005, on behalf of
itself and the Employer members it represents,
who are signatory, for the Counties of Boone,
Carroll, JoDaviess, Lee, Ogle, Stephenson,
Whiteside and Winnebago in Illinois.
2005 -2006
Special Task Force with representatives from
RCEC, OSHA Region V, Chicago Regional Carpenters
Apprentice & Training Program and safety
consultants from Assurance Agency and Pepper
Environment joined in collaboration to examine
the impact of the OSHA memorandum dated August
23, 2004, STD 3.1: Fall Protection "walking on
the exterior top plate when installing roof
trusses." The Task Force findings were submitted
to the OSHA Region V Office Area Directors. At
this meeting the OSHA Region V offices came to
understand there are valid concerns. At times it
may be necessary to work on the exterior top
plate to set trusses, and therefore at the time,
this will not be an automatic citation. A
"Written Fall Protection Plan" giving real
reason why the task is being performed without
following the directive must be available prior
to performing this task. |
